A civil rights organization, the Centre for Human Rights and Social Justice (CHRSJ) has resolved to drag President Muhammadu Buhari to the International Criminal Court (ICC) at The Hague, Nederland over worsening security in the country.
The decision forms part of resolutions reached by members of the group after CHRSJ monthly state of the nation meeting held at the group’s head office located in Ikeja, Lagos, Nigeria on Saturday.
According to a communiqué issued at the end of the meeting chaired by Executive Chairman, Comrade Adeniyi A. Sulaiman, the seeming nonchalant attitude of President Buhari has given rise to serious suspicion suggesting that he has been giving tacit support to some foreign militias of Fulani extraction who have been engaging in a campaign of wanton killings in the country.
Appraising the state of the nation further in the wake of series of killings in some parts of the country, the group urged President Buhari whom it accused of inability to show leadership to resign from office, saying the retired General seems to have been overwhelmed and unable to curb the situation.
The communiqué did not however spare the security community for the unabated wanton killings, saying rather than apply themselves to addressing the situation, they have abdicated their responsibilities to the Nigerian masses who are now at the mercies of marauders operating across the country.
“We have resolved at the end of our monthly meeting today to commence the processes of filing a case of genocide against President Muhammadu Buhari at the International Criminal Court at The Hague, Nederland. We have also resolved to drag the heads of the various security organizations before the court as well.” The statement reads in part.
On why the group took the decision, the document stated that “President Buhari has shirked his responsibility of protecting the lives and property of Nigerians. He has grossly failed to live up to the oath of office he took upon assumption of office over three years ago and this is unacceptable to us as a group.”
The group specifically accused President Buhari of shielding the killers from prosecution by refusing to take the decisive action he took on members of the Indigenous People of Biafra (IPOB) who were engaged in intellectual campaign for the establishment of their homeland out of the current nation.
“We have observed with utter dismay how President Buhari has been treating these criminal elements with kid glove. To our dismay, we have continued to witness how our president who should be a father to all has been shielding these criminals who are of his ethnic Fulanis extraction with kid glove and we cannot take it anymore.” The statement reads.
The group also accused the leadership of the various security organizations of being complicit in the never ending orgy of killings in the country, saying rather than be a neutral arbiter in the crisis they have been involved in providing the necessary cover to the marauding criminals.
“Our group has also discovered that the leadership of the various security organizations such as the Nigerian Army, the Police and the Directorate of State Security Service (DSS) has been providing security cover for these criminals. How on earth can one justify the recent killings in Plateau State where the marauders operated unhindered for about 8 hours without any form of resistance from security personnel?” The document reads in part.
He added that “We have also discovered that rather than prevent the initial attacks on the hapless farming communities, the security personnel deployed to such areas after the attacks had taken place usually undertake the task of mopping up arms from the traumatized communities as a way of preventing reprisal attacks.
“In the end, the marauders won’t be arrested and brought to book while the victims of the attacks are usually left to relocate from their ancestral homes to Internally Displaced Centres while the criminal elements take over the burnt down communities for grazing their livestock.” The document reads.
Referring to an earlier release, CHRSJ urged President Buhari to dedicate a large expanse of land at Zambisa Forest for cattle grazing to the Fulanis.
On the group’s specific demands, the communiqué urged President Buhari to as a matter of urgency create a large grazing reserve for the Fulanis in the about 60 kilometres large Zambisa Forest of Borno State as a means of permanently putting an end to the scourge.
“Our group was on Saturday appalled by a show of shame that took place in Abuja, precisely in Abuja tagged ‘Armed Forces and Security Agencies 2nd Half Marathon Games’ held at the Aguiyi-Ironsi Contonment, Asokoro, FCT Abuja. This we consider as insensitive considering the fact that the officers and men competing ought to be working to abate the gross insecurity in the country,” the statement reads.
The group however made reference to a litigation filed by the group’s chairman and one of its lawyers against leadership of the National Assembly over refusal to impeach President Buhari whom it (CHRSJ) accused of abdicating his responsibilities of protecting Nigerians.
“We have since sued the leadership of the National Assembly for not performing his role of impeaching the president for shirking his responsibility of protecting the Nigerian people. In the suit whose is FHC/OS/CS/29/2018 pending at the Federal High Court (Osogbo Judicial Division). For the records, President Buhari and the Attorney General of the Federation were joined in the suit.” The communiqué reads.
The statement concluded that “In the next few days, we will be filing our case before the court at The Hague. We have concluded the preliminary work regarding compilation of evidences against the Federal Government and we will soon send our petition to the court.”
